Bacon Academy Diesel Fuel Release Evaluation
TRC will complete the below scope of work on a time and materials basis for a not-to-exceed
cost of $77,302.00. TRC will utilize the labor rates in our Connecticut Department of
Administrative Services (CTDAS) Contract 18PSX0153 (Environmental, Investigation,
Remediation and Project Management). Should a change in scope occur, TRC will submit
any required change order for prior review and approval.

Services Quote Request
Background
An estimated 1,500 – 1,7000 gallons of diesel fuel was released within the school’s boiler room when
the solenoid valve and high-level float switch associated with the day-tank for the emergency generator
failed. Product entered the floor drains and made its way to a small stream located on the northern side
of the property. ESI, as the spill response contractor, recovered approximately 1,000 gallons from the
building’s drainage network and the stream. Currently, absorbent booms remain deployed to capture
residual product. Product penetrated cracks and seams in the boiler room’s concrete slab floor. Free
phase product was observed in several sub-slab locations on the groundwater encountered at
approximately 2 to 2.5 feet below slab grade.
Scope of Remedial Services
Evaluate extent of petroleum impacts to the sub-slab soils and Site groundwater and perform limited
product recovery to evaluate the level-of-effort need to recover the remaining product and limit the
advancement of the groundwater contamination plume.
Requested Services:
• Install four properly constructed 2-inch groundwater monitoring wells around the exterior of the
building.
o Three overburden monitoring wells to be located on the northern side of the building
outside the boiler room (presumed down-gradient location).
o One overburden monitoring well installed in a presumed up-gradient location (southern
side/front of school).
o Each well to be constructed with 10 feet of No. 10 slotted screen (top of screen set two
feet above the groundwater interface and eight feet below, or to the depth of bedrock if
encountered), sand pack and bentonite grout seal, and completed with a flush-mount
road box set in concrete with a locking gripper plug.
• Install six 2-inch observation wells within the boiler room at locations where ESI identified
product or heavy impacts and additional locations for spatial coverage.
o Core (6-inch diameter) through slab and complete soil macro-cores to depth of 8 feet
below the slab or bedrock refusal, whichever is less.
o Install 4 – 6 feet of 2-inch PVC No. 10 slotted screen.
o Complete with 6-inch flush-mount road box, bentonite grout and gripper plug (hydraulic
cement grout between slab and road box skirt to mitigate vapor intrusion).
• Using a vacuum truck, draw on each sub-slab observation well and monitor for product
recovery.
• Pressure jet floor drains to remove residual product.
Prior to drilling, TRC will coordinate with a private subsurface utility locating service to screen each
selected boring location for buried utilities. TRC will log each soil boring location and record PID
measurements, water levels and product thickness (if observed). Following installation, each interior
well location exhibiting measurable product will be drawn on using a vacuum truck, then monitored for
recovery. These services will need to be performed during weekend periods; two separate product
draw-down events spaced one week apart.
