                                                                         BYLAWS OF THE BOARD

                            SCHOOL BOARD LEGISLATIVE PROGRAM
                            LEGISLATIVE AND REGULATORY AFFAIRS

The Colchester School District operates within a complex framework of federal, state and local
laws and regulations. To be effective, the Board and its members must maintain an awareness
of this framework and, when appropriate, provide input into the legislative and regulatory
processes.

Board members shall maintain an awareness of current and proposed federal, state and local
laws and regulations through whatever means each member deems appropriate, including
review of periodicals, publications, and other informational materials, attendance at legislative
hearings, or participation in conferences and workshops. Board members may provide input
and commentary to appropriate authorities on any legislative and regulatory matter, provided
each such member indicates that the input or commentary is being provided as an individual
Board member and not as the position of the Board of Education.

The Board of Education may, by a motion approved by a majority of its members at a regular or
special meeting, adopt a District-wide position on any legislative or regulatory matter. Once
adopted, the Board Chairperson shall make such position known to all authorities and officials
having jurisdiction on such matters and, when appropriate, shall publicize such position in the
community. Only the Board Chairperson, or his or her designee, is authorized to provide
written or oral testimony on the District‘s position in any public meeting or proceeding.

The Superintendent of Schools, as agent of the Board of Education, may provide written or oral
testimony on any District-wide position adopted in accordance with this policy. In the event the
Board has not adopted a District-wide position on a particular issue, the Superintendent of
Schools shall make clear that any opinion he/she may express on such issue, in whatever forum,
is a personal opinion and not that of the Board and/or the District.
