Executive Summary
The Connecticut State Department of Education (CSDE) used an initial, preliminary dataset from the October
2020 Public School Information System (PSIS) collection to conduct an analysis of statewide declines in student
enrollment.

    •   This preliminary estimate indicates a decline in total enrollment of 15,436 students (nearly 3 percent)
        from 527,829 in 2019-20 to 512,393 in 2020-21. The rate of this one-year decline is similar to declines
        seen previously over a five-year period.

    •   The two school-entering grades of pre-kindergarten and kindergarten saw the largest declines.

              o   Compared to October 2019, public pre-kindergarten enrollment fell in October 2020 by 3,727
                  students from 18,829 to 15,102 – a 20 percent decline in a single year. The decline in pre-
                  kindergarten enrollment was disproportionately greater among Connecticut’s 10 Alliance:
                  Opportunity Districts.

              o   Kindergarten enrollment fell by 4,343 students from 36,566 in October 2019 to 32,223 in
                  October 2020 – a nearly 12 percent decline in a single year. The decline in kindergarten was
                  disproportionately greater among Connecticut’s 33 Alliance Districts.

    •   Grades 1 and 2 reflect the lowest cohort persistence rates over the past five years.

    •   The greatest declines being in the earliest grades may suggest that parents are choosing to delay the
        start of public schooling for their youngest children due to the COVID-19 pandemic.

    •   Additional factors contributing to the decline include an increase in the number of parents opting to
        home school their children and fewer new students enrolling in Grades 1 through 12.

    •   Please note that these analyses are preliminary and subject to change because the October PSIS
        collection is still in process with districts continuing to make amendments to their submissions. Final
        enrollment counts for the 2020-21 school year will be published on EdSight by the end of February
        2021.

Introduction
This report is an analysis of preliminary estimates of student enrollment for the 2020-21 school year. In
response to the COVID-19 pandemic, in-person classes were cancelled effective March 17, 2020 for the
remainder of the 2019-20 school year, and all districts switched to fully remote instruction. For the start of the
2020-21 school year, districts opened school in one of three learning models: fully in-person where all students
attend school in-person on all days; hybrid where all students attend school in-person on some but not all
days; or fully remote where all students receive instruction remotely through technology or other means on all
days. Since reopening in late August/early September, many districts every week have changed their learning
models based either on a district schedule (e.g., planned change in week 4 from hybrid to fully in-person) or on
local health conditions (e.g., change from fully in-person to remote for two weeks due to increased infections
and positivity rate in the local community). Regardless of the learning model, parents were also given the
choice to opt their child into full-time remote instruction.

On September 4, 2020, the Connecticut State Department of Education (CSDE) established a new weekly data
collection regarding a district’s Learning Model and Enrollment. This collection required all districts and
approved private special education providers (APSEP) to report their learning model for the prior week by
grade (PK-12) and their total aggregate student enrollment. As a result, the CSDE received preliminary
estimates of total student enrollment statewide as early as September 16 and weekly thereafter. This was
much sooner than in prior years when the earliest estimates of statewide enrollment would only become
available sometime in November, after the first round of district submissions through the October PSIS
collection. While the October PSIS collection serves as the official public school enrollment count for the CSDE
and is reported on the EdSight data portal, these early estimates from the weekly aggregate enrollment
collection indicated that statewide enrollment in 2020-21 was trending substantially lower than expected.

For instance, Connecticut’s PK-12 public school enrollment in 2019-20 was 527,829. This was approximately
3.4 percent lower than the enrollment in 2014-15 of 546,347. Over this five-year period, Connecticut’s
enrollment declined by 18,518 students. By contrast, the weekly aggregate student counts were indicating that
compared to 2019-20, total enrollment in 2020-21 may have declined by about fourteen to fifteen thousand
students in a single year.

Therefore, the CSDE is using an initial, preliminary dataset from the October 2020 PSIS collection to confirm
the declines seen in the weekly aggregate collection and gain greater insights into the nature of this decline. To

    reiterate, the 2020-21 enrollment numbers used in this report represent preliminary estimates and are
    expected to change before final results are released on EdSight in February 2021.


    Results
    Enrollment by Grade
    The table below presents the enrollment by grade for the seven most recent years, including a preliminary
    estimate of the 2020-21 enrollment. This preliminary estimate reflects a decline in total enrollment of 15,436
    students i.e., from 527,829 in 2019-20 to 512,393 in 2020-21. This is a single year decline of nearly three
    percent when a similar 3.4 percent decline was observed over a five-year period. See Appendix A for district
    enrollment for 2019-20 and 2020-21.

    The two school entering grades of pre-kindergarten and kindergarten reflect the largest declines. In 2019-20,
    18,829 students were enrolled in public school pre-kindergarten offerings. Based on the preliminary 2020-21
    estimates, however, 3,727 fewer students (i.e., 15,102 total) enrolled in pre-kindergarten. This represents a
    nearly 20 percent decline in a single year. The decline in pre-kindergarten enrollment was disproportionately

greater among Connecticut’s 10 lowest performing districts also referred to as the Alliance: Opportunity
Districts1. These 10 districts, which enroll approximately 30 percent of the pre-kindergarten students, saw their
pre-kindergarten enrollment decline by almost 25 percent from 2019-20 to 2020-21, which was above the
statewide average decline of nearly 20 percent (Table 2). See Appendix B for district-level pre-kindergarten
enrollment in 2019-20 and 2020-21.

Similarly, in kindergarten in 2019-20, 36,566 were enrolled in public school but based on preliminary 2020-21
estimates, 4,343 fewer students (i.e., 32,223) enrolled. This represents a nearly 12 percent decline in a single
year. The decline in kindergarten was disproportionately greater among Connecticut’s 33 Alliance Districts.
These districts enrolled nearly 46 percent of the statewide kindergarten enrollment in 2019-20 and saw that
enrollment decline by over 14 percent, while all other districts declined by less than 10 percent. See Appendix
C for district-level kindergarten enrollment in 2019-20 and 2020-21.

The total estimated statewide decline in pre-kindergarten and kindergarten of 8,070 students accounts for
more than half (52.3 percent) of the decline in statewide enrollment for all grades.

According to the Office of Vital Records at the Connecticut Department of Public Health, which maintains a
statewide registry of births, the total number of live births from 2012 to 2017 has been around 35 to 36
thousand annually. Connecticut’s kindergarten enrollment over the past several years has corresponded
closely with these birth statistics and has never fallen below 35,800.

The preliminary 2020-21 enrollment decline to 32,223 cannot be explained by a corresponding dramatic
decline in live births. Pursuant to Connecticut General Statutes Sections 10-184 and 10-15c, parents generally
enroll a child in kindergarten if the child will turn five by January 1 of the year in which they enroll. However,
C.G.S. 10-184 also gives parents the option to not send a child to school until that child is seven years of age.
Given that attendance in pre-kindergarten is not required, and in light of the abnormal declines in these two
entry grades, it is surmised that parents of these youngest children are choosing to delay their enrollment in
school due to the COVID-19 pandemic.

Cohort Persistence Rate Analysis
While pre-kindergarten and kindergarten are entry grades that allow comparison of one year’s enrollment to
that in the prior year, the subsequent Grades 1 through 12 are influenced by the slight variations in the sizes of
the entering kindergarten classes. Other factors such as net migration, grade promotion policies, and private
school options also impact enrollment sizes in these grades.

Therefore, instead of a straight year-over-year comparison of student counts, enrollment forecasters also look
at a “cohort persistence rate”. This rate is applied to aggregate data. It is the ratio of enrollment in a grade in
one year to the corresponding enrollment in a lower grade from the prior year. For example, if there are
10,000 students in kindergarten in 2018-19 and 9,900 students in Grade 1 in 2019-20, then the cohort
persistence rate in Grade 1 is 9900 divided by 10000 which equals a ratio of 0.99. District and school leaders
across the country use cohort persistence rates to estimate the sizes of their incoming classes for planning
purposes. Since pre-kindergarten and kindergarten are entering grades, they do not have cohort persistence
rates.

Table 4 presents the statewide enrollment and cohort persistence rates (in parenthesis) for each grade from 1
through 12. The yellow highlighted cells provide one illustration of how two years of data are used to calculate
the persistence rate. For example, the Grade 3 persistence rate in 2017-18 of 1.01 is calculated as 38,130
(Grade 3 enrollment in 2017-18) divided by 37,896 (Grade 2 enrollment in 2016-17). These rates are presented
for every year from 2015-16 to 2020-21. Here are some basic observations:

          •    From 2015-16 to 2019-20, the cohort persistence rates in Grade 1 through 8 for all years in all but one
               instance is 1.0 or 1.01.

          •    The persistence rates in 2020-21 in Grades 1 through 7 are below 1.00; Grades 1 and 2 are lowest at
               0.98 while the other grades are at 0.99. These rates are the lowest in the past six years.

          •    Persistence rates increase in Grade 9 because some students are retained for not earning adequate
               credits. This retention appears to impact the persistence rate for Grades 10 and 11.

          •    The persistence rate in Grade 12 increased in 2020-21 to its highest level in the past six years. It may
               be that some students did not graduate in Spring 2020 because of school closures caused by COVID-19.

New vs. Continuing Student Analysis
This study also analyzed whether the decline in enrollment in October 2020 was attributable to fewer students
continuing in school from the prior year, or fewer students newly enrolling in school. Each year in June, a
majority of the 12th grade students graduate from high school. The vast majority of the remaining students
return to school in the fall. Of the students from the June 2019 PSIS Collection who did not graduate high
school, about 97.2 percent were also enrolled in the subsequent October 2019 PSIS collection. The
corresponding percentage in 2020 was slightly lower at 96.5 percent.

The slight decrease in the percentage of students returning in October 2020 can be attributed to an increase in
the number of parents opting to homeschool their children. While in 2019 this was around 550 students, in
2020 that increased to around 3,500 students. Nearly three-quarters of these homeschooling exits in 2020
occurred outside the Alliance districts.

In addition to returning students, this study also examined the students who were not enrolled in the June PSIS
collection but enrolled in the fall and were counted in the October PSIS collection. Around 70 percent of these
“new” students enrolled in pre-kindergarten and kindergarten while others newly enrolled in Grades 1-12.
Across all grades combined, the number of students who were new in the October collection declined
dramatically from 47,872 in 2019-20 to 38,183 in 2020-21 (see Table 6). This decline of 9,689 “new” students
in October represents a more than 20 percent drop in a single year. Two thirds of this decline in new students
occurred in pre-kindergarten and kindergarten, while the remaining one-third (over 3000 students) occurred in
Grades 1-12. Two thirds of the decline also occurred in the Alliance Districts. Consequently, new students
account for a lower percentage of the October PSIS enrollment count in 2020 (7.5%) than in 2019 (9.1%).

Conclusion
This analysis uses a preliminary dataset from the 2020-21 October PSIS collection to illustrate that total
student enrollment declined by nearly 3 percent in a single year from 2019-20 to 2020-21, when a similar
decline had previously occurred over a five-year period. The greatest declines occurred in the pre-kindergarten
and kindergarten grades which may be due to the fact that parents are choosing to delay the start of public
schooling for these young children due to the COVID-19 pandemic. Additional factors contributing to the
decline include an increase in the number of parents opting to home school their children and fewer new
students enrolling in Grades 1 through 12. Please note that these analyses are preliminary and subject to
change because the October PSIS collection is still in process. Final enrollment counts for the 2020-21 school
year will be published on EdSight by the end of February 2021.
