In budget season, one question comes up over and over: what do all these administrators actually do? Some residents see a district that is top-heavy; others see a small central office already stretched thin. This page does not take a side. It lists every administrator and district director position in Colchester Public Schools and sorts each position's published duties into three plain-English buckets:
- Teacher support work done for or with teachers — classroom observation and coaching, professional development, curriculum and materials, mentoring new teachers, hiring. If the position disappeared, this is the support teachers would lose or absorb.
- Government requirements work that exists because a state statute, federal regulation, or grant condition requires it — designated coordinator roles, state data reports, mandated testing, special-education process, grants management, audits, drills. This work does not go away when a position does; it lands on whoever remains.
- School operations & safety the day-to-day running of buildings — budgets, schedules, buses, student discipline, events, communications. Not scripted by law line-for-line, but a school does not open without it.
The duty lists are transcribed from the district's own Roles & Responsibilities and Administrator Assignments documents for 2025-26 — one for the central office, one for Pupil Services, and one for each school — plus the two Board-approved administrator job descriptions in the Board's public records. Every source is linked in the card for each position and listed at the bottom of the page.
How to read this fairly. Four honest limits. (1) Sorting duties into buckets involves judgment; this page's assignments are the author's, and the linked source documents let you re-sort them yourself. (2) Many duties belong to more than one bucket — teacher evaluation, for example, is both required by state law and the district's main coaching tool. Each duty is counted once, in the bucket that best describes why the work exists, and a § law tag marks items that are also legal requirements. (3) A count of listed duties is not a count of hours. Each bullet below corresponds to one line in the source document, reworded for plain English where the original is shorthand. The documents differ in length and detail from position to position, so compare the mix within a bar, not bar lengths between positions. (4) Only administrator and district director positions are counted. The same documents assign long duty lists to office professionals, payroll and accounts-payable staff, team development leaders, and school counseling staff; that work is real, and it is not counted here.

Salary lines from the FY 2026-27 Board of Education budget proposal (adjusted July 2026), which prints both the 2025-26 and proposed 2026-27 figures for every position. "CASA" is the Colchester Association of School Administrators — the union representing certified administrators below the superintendent's cabinet; its members are paid on a negotiated grade-and-step schedule. Two related roles are not counted as administrators here: the Assistant Director of Finance & Operations ($88,478, a classified finance role) and the District Multilingual Learner Coordinator (a teacher-scale assignment). The 2025-26 Central Office document lists the Finance director as vacant; the position is budgeted in both years, though the FY 2026-27 proposal reduces the line by $50,000, to $103,777. The same proposal eliminates one of Bacon Academy's two assistant principal lines (−$159,169) and lowers the CES, JJIS and WJJMS assistant principal lines; the 2025-26 figures below are the year this page's duty documents describe. The superintendent's seat: Superintendent D.S. left the district in April 2026, and CES principal J.O. was named acting superintendent — that one person currently holds both roles, with the FY 2026-27 proposal carrying a $41,760 acting stipend.

The budget line and the job description use different titles for this seat, and the description is written in two registers — one for a district that employs its own technology staff, one for a district that buys IT as a contracted service. The high school divides teacher evaluation by department, student discipline by grade, and 504 chairing by class year. Its two assistant principals carry the state testing program (CT-SAT, PSAT, NGSS), the master schedule, bullying and Title IX investigations, and NEASC accreditation support between them. The athletic director is a stipended role, not a salaried administrator line.
FY 2026-27 proposal. The Board's
adjusted FY 2026-27 budget proposal eliminates one of Bacon Academy's two assistant principal salary lines (position 4102, −$159,169), leaving one assistant principal for 2026-27. The proposal identifies the cut by budget line, not by name, so this page does not attribute it to either current holder. The duty lists below describe the 2025-26 assignments; as of August 2026 the district has not published how they would be redistributed.

The bottom lineIf a position went away, where would the work go?
This page does not argue that Colchester's administration is the right size, too big, or too small — that is a judgment for residents and their elected boards, and reasonable people land in different places. What the documents above establish is narrower, and useful regardless of where you land:
- Statutory and grant duties do not end when a position does. If a position is eliminated, its designated roles — test coordinator, 504 coordinator, Title IX coordinator, climate specialist, grants manager, custodian of records — move to someone who remains, and several of them require a named designee by law or regulation.
- The blue work is the teacher-facing column. Observation and coaching cycles, professional development, curriculum work, new-teacher mentoring, hiring, and the MTSS and PPT machinery that backs teachers up with struggling students — duties that are neither government-mandated line-by-line nor building operations. If a position is eliminated, the documents don't say what happens to these duties; the options are reassignment to remaining administrators, absorption by teachers, or discontinuation.
- The green work keeps the doors open. Buses, schedules, discipline, coverage, budgets, and event supervision are not glamorous and mostly are not mandated line-by-line — but no one proposes schools stop doing them. In practice this is the work that expands to fill an administrator's day, because it cannot wait.
- Two lists concentrate a great deal in one seat. Curriculum, professional development, the evaluation system, and the grant portfolio all sit on the Assistant Superintendent's list; four federally designated roles — Title IX, Section 504, McKinney-Vento, custodian of records — sit on the Director of Pupil Services'. The documents show the concentration; what unwinding it would cost, or save, is not in the documents.
The three columns behave differently when a position changes. The rust duties are set by statute, regulation, or grant condition, and they get reassigned rather than dropped. The green duties are the daily work of opening a building. The blue column is the discretionary one — how much of that work to staff is a choice the town's elected boards make each budget year, in either direction. A proposal for a leaner structure implies an answer to one question per rust-colored duty: who does this work instead?
What this page does not tell you
Whether any of this work is done well — a duty list measures scope, not performance. Whether another district structures the same work with fewer people — Colchester's peer districts are compared on the Education Comparison page. Whether individual workloads are heavy or light — the documents count duties, not hours. And what the classified staff carry: the same documents assign long lists to office professionals, payroll, accounts payable, team development leaders, and school counseling staff, none of which is counted here.
