How this ranking is made
State share = budgeted revenues from the State of Connecticut ÷ total budgeted revenue, from each town's adopted budget as filed with OPM. The biggest component for most towns is the Education Cost Sharing grant; the rest is a bundle of smaller statutory grants.
- Adopted, not received: towns budget aid conservatively or optimistically; actual receipts differ.
- Regional-district members can look artificially low: much of their education aid flows to the district, never appearing in the town's own revenue at all.
- Per-resident amounts divide by an ACS 5-year population estimate, with its margin of error.
